SUMMARY

Over twenty-five years of experience of financial management, economic analysis and advising in formulation of tax policy to different levels of governments at sub-national, national and international levels. Special skills in areas related to public finance, industrial economics and fiscal measures for environmental protection. Special expertise in introducing VAT in India including preparation of Model VAT Law and Procedures and charting a time path for introduction of VAT. Experience in having dialogue with officials of Central and State governments, co-ordinating work of all the State governments as Member-Secretary of VAT Council of States and Empowered Committee of State Finance Ministers for Reform of Sales Tax and Introduction of VAT.

Experience of assignments abroad and with international agencies in various countries. This includes working in Bangladesh, Bhutan, Brazil, Cambodia, Canada, France, Japan, Nigeria, Somalia, and USA. Also, this refers to working as international consultant with the National Board of Revenue, Bangladesh (Dhaka) with a World Bank project; working as an Adviser in Tax Policy and Chief Technical Adviser with the UNDP at Somalia, a Member of the Fiscal Mission of the International Monetary Fund at Kambodia. The work has also been taken up as a consultant with the ADB and the World Bank.

Participated for over ten years in teaching students at under-graduate, post-graduate and at Ph.D. levels in India and Nigeria.

Conducted and directed different training programmes for over fifteen years in India and abroad for the government officials on fiscal policy in general and tax policy and tax administration in particular.
